Hong Kong's domestic legislature recently passed the Safeguarding National Security Ordinance building upon the People's Republic of China (PRC) enforced National Security Law (NSL) of 2020 that criminalized a wide-ranging number of national security threats, defined extremely broadly, including secession, subversion, and terrorist activities. The new domestic ordinance has expanded the scope of national security-related laws set in place by the NSL through the introduction of new offenses while clarifying the definitions of previously criminalized actions. This development has far-reaching implications for not only domestic policy in the PRC but also for the strategic competition between the PRC and the growing alliance of democratically aligned nations in the Indo-Pacific region.

Join us on Wednesday, May 15th, ​2024, 5-6:30 pm Pacific Time for a discussion on this topic where our distinguished panel will delve into the new ordinance's implication on human rights, economic development, international security, and great-power competition in the region. This event will take place at the University of Washington, Gowen Hall Room 201.

Prof. David Bachman
​Professor Bachman is the Associate Director of the UW Jackson School of International Studies and was the former Director of China Studies. His research interests are Chinese Domestic and Foreign Policy, International Political Economy, Asian Politics, and U.S. – China Relations.

Brian Leung Kai-ping
​Brian Leung is the Board Chair of the Hong Kong Democracy Council and is a Political Science PhD student at UW. His research focuses on political economy and comparative politics. Leung received international media coverage for removing his mask and delivering a statement during the occupation of the chambers of the Hong Kong Legislative Council in 2019.

​David Tang is the managing partner for the K&L Gates Law firm’s Beijing, Hong Kong, and Shanghai offices. He has more than 30 years of legal experience in the Greater China market. Tang is also a member of both the Council for Foreign Relations and the Asia Society.

​Michael Tong is the President of the Greater China Hong Kong Business Association of Washington and Director of Corporate Budget for the Port of Seattle.

Prof. Dongsheng Zang
​Prof. Zang is an Associate Professor of Law at UW‘s Asian Law Center. His area of expertise is in the comparative studies of Chinese law and International trade law. ​Prof. Zang is a graduate of Harvard Law School, Renmin University (Beijing) and  Beijing College of Economics.
